Enrolment Scheme

Effective from beginning from 1st December 2018

The guidelines for development and operation of enrolment schemes are issued under section 11G (3) of the Education Act 1989 for the purpose of describing the basis on which the Secretary’s powers in relation to enrolment schemes will be exercised.

Home Zone

All students who live within the home zone described below and/or shown on the attached map shall be entitled to enrol at the school.

  1. Toko School Zone Boundaries

All students who live within the home zone described below and shown on the attached map are entitled to enrol at the school. Both sides of the road are included in zone.

In a clockwise direction

  1. The zone begins at the end of Kota Road (#273) and moves south to the intersection with Makuri Road.
  2. The zone turns east on to Makuri Road passing through the intersection with Douglas Road and continuing to the intersection with Mohakau Road and Akama Road. (No addresses on Mohakau Road are included in zone). All addresses on Douglas North Road are included in zone.
  3. The zone continues  eastward along Akama Road until the end (#404 Akama Road).
  4. The zones travels in a south westerly direction to meet the northern end of Walter Road
  5. The zone travels south along Walter Road to intersect with SH43 (Ohura Road)
  6. The zone travels in an easterly direction along SH43 (Ohura Road) until the intersection with Mangaotuku Road.
  7. The zone turns south onto Mangaotuku Road and continues until the intersection with Tututawa Road.
  8. The zone then travels north easterly along Tututawa Rd until its end (#274 Tututawa Road).
  9. The zone travels over land to the intersection of Mangaotuku Road and Soldiers Road.
  10. The zone travels in a westerly direction along Soldiers Road until the intersection with Tauwharenikau Road.
  11. The zone continues along Tauwharenikau Road  until its end (#202 Tauwharenikau Road). All addresses on Perry Road are in zone.
  12. From the end of Tauwharenikau Road the zone travels west, across land, to meet the Mangaehu Stream.
  13. The zone follows the Mangaehu Stream in a westerly direction to meet the Patea River. Aa addresses on Raupuha Road are in zone.
  14. The zone follows the northern western branch of the Patea River until it passes under the Skinners Road Bridge.
  15. The zone travels north along Skinners Road to meet SH43 (East Road).
  16. The zone travels west along SH43 (East Road) to the intersection with Beaconsfield Road.
  17. The zone turns north along Beaconsfield Road until the intersection with Standish Road. (#724 and #703 are in zone)
  18. The zone travels overland in an easterly direction to meet the end of Ahuroa Road (#288 Ahuroa Road).  All addresses in Standish Road are in zone.
  19. The zone travels south along Ahuroa Road until the intersection with Wawiri Road.
  20. The zone travels north along Wawiri Road until the intersection with Makuri Road.
  21. The zone turns west into Makuri Road until the intersection with Stanley Road.
  22. The zone turns north into Stanley Road (#647).  No addresses below #647 are included in the zone.
  23. The zone returns in a northerly direction along Stanley Road.
  24. The zone continues past the intersections with Makuri Road, along Stanley Road and intersects with Kupe Road and Manu Road.
  25. The zone turns north west into Manu Road and continues until the road becomes Makara Road.
  26. The zone travels overland in an easterly direction to the end of Kota Road (#273).  All address in Kupe Road are included in the zone. This completes the zone circuit.

Proof of residence within the home zone will be required. Each year, applications for enrolment in the following year from in-zone students will be sought by a date which will be published in a daily or community newspaper circulating in the area served by the school.  This will enable the board to assess the number of places which can be made available to students who live outside the home zone.

Special Programmes

This priority category is not applicable at this school because the school does not run a Special programme approved by the Secretary.

Out of Zone Enrolments

Each year the board will determine the number of places which are likely to be available in the following year for the enrolment of students who live outside the home zone. The board will publish this information by notice in a daily or community newspaper circulating in the area served by the school. The notice will indicate how applications are to be made and will specify a date by which all applications must be received.

Applications for enrolment will be processed in the following order of priority:

First Priority         will be given to students who have been accepted for enrolment in the following special programme(s) run by the school and approved by the Secretary for Education.

Second Priority    will be given to applicants who are siblings of current students.

Third Priority       will be given to applicants who are siblings of former students.

Fourth Priority     will be given to any applicant who is a child of a former student of the school.

Fifth Priority         will be given to any applicant who is either a child of an employee of the board of the school or a child of a member of the board of the school.

Sixth Priority        will be given to all other applicants.

If there are more applicants in the second, third, fourth, fifth or sixth priority groups than there are places available, selection within the priority group will be by a ballot conducted in accordance with instructions issued by the Secretary under Section 11G(1) of the Education Act 1989. Parents will be informed of the date of any ballot by notice in a daily or community newspaper circulating in the area served by the school.

Applicants seeking second or third priority status may be required to give proof of a sibling relationship.
